What.. you thought they were the first state to do so? You thought that slavery was illegal in the US?
Nope, the 14th Amendment has a loophole: "except as a punishment for crime."
VT's Constitution does, too: for those "bound by law for the payment of debts, damages, fines, costs, or the like.”
A bill will close that loophole, but it will take about a year for all the approvals to amend their Constitution.
