Mandating cheap insurance coverage for pre-existing conditions is basically a form of tax farming. Healthy people are taxed, in the form of an increased premium, to subsidize benefits for the unhealthy. Many people seem to think it's magic free money because it comes out of insurance premiums instead of overt taxes.

@gmcgath there's a new style of insurance taking shape. You just place a fixed odds bet on getting a condition. If you don't they keep your stake. If you do they pay out. Not very precise regarding exact bills, but cuts out all the regulation and 90% of the admin so cuts wasted costs.
